The fight against tuberculosis was central to the mission of both COS' Committee on the Prevention of Tuberculosis and AICP's Bureau of Public Health and Hygiene. Hospitals and convalescent homes like Caroline Rest and the Sea Breeze were established primarily to fight the disease. The prevention of tuberculosis was also intertwined with these institutions' attempts to reform tenement housing, as lack of light, santitation and space were seen as causes of the disease.
