"Theater Set" for orchestra was commissioned by the Junior League of Atlanta for Robert Shaw and the Atlanta Symphony Orchestra. It is dedicated to Robert Shaw, who conducted the premier with the Atlanta Symphony on September 26, 1968.

Written in three movements, "Overture," "Ballad-Chase Music," and "Finale," Kay called it his tribute to "show music without quoting any popular theater tunes."
