The largest item in AICP’s Relief Bureau expenses was for the relief of widows and their children. Throughout the 20th century the Bureau provided support for 500 mothers their children.  Similarly, by 1907 widows’ pensions accounted for about a quarter of COS’ budget, one of their largest expenditures.
